Empower Yourself to Champion Health and Safety in Your Workplace

Health and Safety Representatives (HSRs) play a vital role in improving workplace health and safety across Western Australia. This WorkSafe WA-approved five-day course equips newly elected HSRs with the practical skills, legal knowledge, and confidence required to effectively represent their workgroup and drive safer work practices.

Aligned with the Work Health and Safety Act 2020 (WA) and WHS Regulations 2022 (WA), this course covers the rights, powers, and responsibilities of HSRs - from identifying hazards and managing risks, to consulting with employers and issuing Provisional Improvement Notices (PINs).

Under WHS legislation, employers must allow elected HSRs to complete this training within three months of election and cover all associated costs. Once completed, HSRs are entitled to attend one day of refresher training each year while they remain in the role.

What This Course Covers

The Health and Safety Representative (HSR) course is designed for newly elected HSRs who are required to perform their role in accordance with WA WHS legislation.
Through interactive learning, practical activities, and real-world case studies, you’ll gain the confidence to actively represent workers, participate in consultations, and contribute to safer workplaces. Key learning areas include:

WHS Legislative Framework

  • Overview of the Work Health and Safety Act 2020 (WA)
  • Overview of the WHS Regulations 2022 (WA)
  • Roles and responsibilities of PCBUs, workers, and HSRs

Functions and Powers of HSRs

  • Rights and powers under the WHS Act
  • Representing workers in health and safety matters
  • Issuing Provisional Improvement Notices (PINs)
  • Directing unsafe work to cease

Consultation and Communication

  • Effective consultation between workers and management
  • Resolving workplace health and safety issues
  • Working with Health and Safety Committees (HSCs)

Hazard Identification and Risk Management

  • Identifying common workplace hazards

Employer Nomination Required

This course requires employer nomination, as outlined by WorkSafe WA. Employers are legally required to allow elected HSRs to attend and to cover all associated costs.

Entry Requirements

There are no formal prerequisites. However, students must have:

  • Basic computer skills and internet access
  • Sufficient language, literacy, and numeracy (LLN) skills
  • A valid Unique Student Identifier (USI) - if you don’t have one, you can apply at usi.gov.au or we can assist

Funding Options Available

Construction Training Fund (CTF - WA)
Eligible apprentices, trainees, workers, and business owners within WA’s building and construction industry may receive subsidies of up to 70% (metro) or 80% (regional) per course. As an approved bulk-billing provider, Summit Training manages the funding paperwork and claims process - meaning you only pay the remaining gap fee while completing your training.
